Certainly looks like mould. As far as I can recall, whenever I've seen anything like this it's always been mould, usually on some agaric.

Agree with Heino. You can see the stipes (stems) of a couple of the what appears to be agarics and small remnants of a couple of caps.

@MichaelMulvaney , looked carefully and agree that this is a fungal invasion over some smaller agaricus. Interesting find.
