Am a bit puzzled: I thought initially it was Gratiola peruviana (leaf shape, habitat) but the venation pattern doesn't seem right for Gratiola, and is closer to Veronica anagallis-aquatica.

probably not Ludwigia peploides: it has alternate leaves, not opposite (plus elevation is rather too high, and too cold)

Veronica leaves look different, these were very soft, thin leaves.

I agree it doesn't look like a Veronica anagallis-aquatica leaf, except for the venation pattern.

Was this sighting after a rain or storm ? I am wondering if it is a terrestrial that has got a bit flooded.

No it was growing in the main part of the Rendezvous creek in an eddy near where we were swimming, so I would consider it definitely aquatic :)

Veronica anagallis-aquatica looks quite different when young, these plants won't be supporting flowering until next season.
