I'm afraid I can't really tell what this, but I am not terribly convinced it is Themeda.

@MattM My suspicion of Themeda was based largely on:
- leaves had that waxy? dry? feeling that Themeda often has
- Fine hairs around ligule, thinning out over the length of the leaf
- Flat, whiteish leaf bases
I can go back and get a sample to get some better shots of the leaves. Shame it has no florets.

It's one of those things where I would have to see it in person. Even with more images it could still be a struggle to ID based on the vegetative features.
