Not sure if they were responsible for the damage to every leaf on the shrub.

Rosie Nisotra beetle feed on the leaves of Hemp Bush, Gynatrix pulchella so I think you have your culprit - but best to think that you are growing beautiful flea beetles and who cares about a scraggly shrub anyway

There is also a large Gynatrix pulchella at Hall Heritage Centre....but, as yet I haven't seen the beetles on that specimen.
I forget, now, which of the two is male or female.
