These are screen shots from two different videos of these 'fish' writhing and whirling in dams/dam outflows.

How small are the fish. From the photos they look quite small - I see I suspect these are oriental weatherloach (Misgurnus anguillicaudatus) breeding. They have distinct caudal, dorsal and anal fins though the dorsal and anal are located a long way back along the body. Their scientific name means eel tailed and they are often confused.
