This wasp was hovering low to the ground, and took a while to settle, but only briefly. I assume it was looking for prey.

I think this really is a wasp. L. tertium has orange only on the 'shoulders' not right across pronotum, it has hair bands on the front end of abdominal segments while this species looks to have yellow integument on the rear end and T1 is much narrower than the following segment which is not true of L. tertium.
