Could feel 'bumps' in the leaf in between hollow sections.

Photo of fruits, capsule would be a big help. Bumps in the leaf mean the leaf was septate. Not many Juncus have septate leaves. My suggestion for this is Juncus fockei, which is septate, and is often a bright green as in this photo: but I'm not confident, with so few characteristics evident.

I agree its likely to be J fockei due to the septae, but without a flowerhead its just a best guess
