There are very short awns (mucros) on the florets, so not Poa. More likely Hookerochloa hookeriana

I assumed it was the same as Hookerochloa hookeriana (Hooker's Fescue)

@Grassman is Hookerochloa the tall tussock grass from montane woodland/herbfiields that looks superficially like Poa but with larger, rather tough spikelets?
