I'm in agreement with your initial ID of linifolia at this stage. It's hard to be certain without seeing the flowers in more detail but I think in glauca the leaves end in a more sharp point and are curved downwards. These leaves don't seem to have that as much. The bracts also seem more pointed on the ends, whereas in glauca they would more rounded I believe.
