Holder Wetlands Bee friendly garden. This one not carrying pollen, maybe a male, or a different species, or just re-filling!

Quite right. It is certainly not a female because the hind legs do not have pollen-carrying hairs. That makes it more difficult to be sure of the genus, but it does not look like anything else I can think of.
