Sorry, really can't take the ID any further than Myriophyllum sp. To go down to species, the plant would (ideally) have submerged leaves evident, clearly show the number of leaves per whorl, as well as details about the flowers/buds. River plants at the moment are a bit 'trashed' by the high flows.
