I do have a photo, not very clear but I think clear enough to identify the bird. I watched it over several weeks at various spots around the North-East arm of Lake Ginninderra. Frequently perching on low branches over the water and on two occasions, in the water with just the head and neck exposed. On reflection, what I initially took to be a nest was most likely just a bunch of debris. I am trying to find a way to upload the pic, but find the site confusing on that aspect. I will keep trying.
