I think Juncus capitatus has only one inflorescence at the end of each stem, no branches. This plant has branches.

This looks like a young Juncus fockei (the elongated capsules distinguish this from J. holoschoenus). The only other sp. with elongated capsules in the region is J. prismatocarpus, but that has multiple cross-septa in the (flattened) leaves.
