It's not a Wedge-tailed Eagle, I think its one of the kites but the plumage is quite worn so a bit hard to tell. Maybe someone else will be able to help.

Agree with Square-tailed Kite ID after some deliberation (including with Liam) between similar species, plumage is quite strange and appears to be worn which makes ID somewhat more difficult.
