On a recent discovery I believe these are the early instar larvae of Paropsisterna fastidiosa

Yes, I believe so. Look at the notes I just added to the species page and the updated index photos for eggs and larvae. The larger one resembles the larvae for P. beata but lacks tha black and green colouration.
