I asked NSW DPI - biosecurity about this sighting as it looked similar to another sighting that I was concerned was an introduced species they got back and said "Cicadellidae: Tartessinae: Tartessini
Could potentially be genus Neotartessus or Brunotartessus, but impossible to tell with certainty from a photo."
