growing in the shallow water at the edge of the dam bank

I suggest this is not B caldwelli but more likely B fluviatilis. B. caldwelli has fine slender characteristics, rather than being robust, as this plant is: both leaves and involucral bracts look wider than is typical for caldwelli.
Previous sighting from this dam have been ID as B. fluviatilis.
