I thought this might have been a pomaderris at first, but maybe it's just a sweet briar. I could only find one juvenile plant growing at the base of some larger shrubs. I think the hairs on the stem are stellate. There appears to be a stipule at the base of the petiole (image 4).

Your first thought was correct! Rosa has compound leaves (cf simple in Pomaderris) and doesn't have stellate hairs.
