The large backwardly curving palps and the body shape and striped pattern strongly suggests a Cosmet moth in the Macrobathra genus. Looking at the BOLD Systems 4 website for Macrobathra suggests there are two species which closely match the forewing pattern: either Macrobathra platychroa or the unnamed species Macrobathra sp. 27 (ANIC) , both look very similar. And both seem to have a small white on the head which because of the angle I can't really see in the specimen photos above although the base of the palps are clealry white as in either species. M. platychroa has ben recorded in the ACT (2 speciimens are listed for the ACT in the ANIC collection.
