Whilst I'm suggesting Juncus sp. it looks different from the other Juncus sp. sighting from the same location.

ID of Juncus to species usually requires botanical examination, sometimes looking at the fruit/nut.

ID is particularly difficult if not impossible from specimens where the infloresence is still emerging (as in this case). Having said that, probably Juncus remotiflorus.
