immature bird seen very much in the distance sorry for poor pics location is where pic taken from as hard to pinpoint where the bird was but could see the Parliament House flag

ID confirmed based on colouration, size and shape of tail, upswept wing/"fingers" plus shape of wings (bulged rather than slender as for a Whistling Kite).
