I don’t think this is Olearia lirata, which has leaves with deeply impressed veins.

O. megalophylla has opposite leaves that are beige on the underside and not lobed. You can see the opposite leaf arrangement in the lower stem and the beige undersides mid-left. This plant looks water stressed.
