I am not familiar with it in the rosette stage. The photos of leaves of Eryngium ovinum in Vicflora are all strap shaped with narrow lobes coming off the middle part, so your is possibly OK. The leaves of the smaller species, Eryngium vesiculosum, appear to have very narrow and shorter, more tooth-like, lobes, at least in the images in Vicflora.
