It's definitely the underside that we're seeing - so I don't know what species it is for sure, but possibly a Tau Emerald (big question mark).

Ooops forgot about this. Ok a bird ID might be a good way to sidestep the dragonfly ID. I think Harvey's probably right on the d'fly.
