Quite possibly, though Wattle2 says that the branchlets of covenyi are angled while these appear to be rounded and ribbed. A photo of the whole plant would help, showing the typical blue- to greish-green of the whole plant.

Photo 4 shows nearly the whole plant - although it was in the strong sunlight from west.
