Gumleaf skeltoniser (Uraba lugens), Nolidae. The caterpillars of this insect can cause eucalypts to look as if they are covered with dead leaves after the larvae have finished feeding.

Diagnosis would be easier if you took a lateral view as well as these dorsal views.
