User's notes

Close inspection of each image shows very small winged insects on the flowers together with the native bee. Thanks to Marcus Leach for the initial sighting.

I believe this is a Homalictus species. One possibility would be H. punctatus, but not enough detail is visible to be sure. The colour of the abdomen is within the range of variation that is seen for that species.

The flowers look like Leptospermum rotundifolium, a sanstone species found nearly as far south as Nerriga that does well in Canberra.
