Definitely not melanoxylon (a single main nerve per phyllode (‘leaf’), about 20 flowers per head and far too many flower heads per cluster). It fits rubida in all characters I have looked at (number of flowers per head, where the gland is above the base of the leaf, colour of branchlet, presence of juvenile leaves, number of leaflets per pinna) except there are far too many pinnae per leaf and the colour of the juvenile leaves is glaucous or grey hairy. I am inclined to think the ‘juvenile leaves’ do not belong to the same plant.

Juvenile leaves are definitely the same plant, which is one of a cluster of a dozen or so. Could it be a hybrid?
