Growing semi-prostrate in this shaded place, in shallow water mostly. Many seedlings and juveniles present.

There are several local broad leaved species of Veronica which have flowers arranged like those in your photos.

These were in shallow running water, which is a distinguishing characteristic from other Veronica ( habitat ) in Victorian Flora.
