I am not sure about the ID but cannot think what else it could be. I did not think it could flower as young as that.

Hi, it is not so much young as a re-growth. It is amongst rocks so probably bets a bit battered by floods. Height not a reliable indicator of age. The very dense clustering of the flowers and shoots is re-sprouting after damage.
