This bird doesn't look like a Tawny Frogmouth to me. The head is much too small and shaped like a raptor instead of an owl or frogmouth. The colouring is more brown than grey. The beak is shaped like a falcon or eagle. Similar to the shape of an eagle's beak rather than a falcon which is more circular and rounded without so much of a sharp point sticking out from under the lower half of the beak. On top of that, the head size wouldn't be able to cater for the beak of a frogmouth. Feather pattern also doesn't match up too neatly to majority of what's seen in other individuals of the species. I think it's a raptor - a falcon or an eagle. Definitely not a Tawny Frogmouth.
