rather small for one of these, 70-80 mm high

Probably is H. muticus, although can't see appendage at base of labellum to confirm, so could also be H. bicolor.

I went back to look again at this plant but it appears to have been eaten with the soil disturbed to a depth of a few centimetres.

Yes, unfortunately a common occurrence when not much else to eat. Choughs are often the culprit scratching out the tubers.
