Hedge of at least 20m. Rhizomes spread into the Woodland and are kept in check by mowing.

Yes, looks very much like Yellow Bamboo (Phyllostachys aurea) - currently listed as a prohibited species in the ACT.

Leaves are up to 15cm long, stems 2-3cm thick, grooves on stems. Doesn't seem to flower. Infestations in this bush area here would be the result of people dumping garden waste.
