You need good closeups of the flower stalks, or field notes, to decide the species. Rubiginosa with glandular hairs and fine prickles; canina without.

Oh, I actually thought this was a weed of some sort. I was with friends geocaching so didn't take a out my camera. Next time I see one, I will take the time to get some close ups. Thank you.

Rosa rubiginosa is a declared pest plant in the ACT (equivalent to noxious weed in NSW). Rosa canina is not, though still a weed.
