I can't be sure, but that looks very much like an old nest of a paper wasp. It is similar to the nests produced by some Rhopalidia species.

I think it's too big for a paper wasp nest. It looks more like a honeybee wax comb. Maybe it's from a defunct colony in a tree hollow.
