Plant or animal? In a way it is both - what you see in the photograph are galls, deformed plant tissue induced by a galling agent, in this case a tiny midge. If you open the gall you will find a larva inside; it feeds on the galled tissue. The adult midge will later emerge from the gall and fly away.
