This looks like Pennisetum alopecuroides which I think is now Cenchrus purpurascens? Some controversy I think about whether it is native.

I'm in the camp of those who think it is a native species as I have come across it in the middle of no where when walking on the Monaro. It is however pretty invasive and I am wary when ever I see it planted.
