It is hard to tell from the photo. From your photo, the individual heads in the compound flower head appear to consist of single flowers. it appears to be an annual and it has 5 long floral leaves (Euchiton sphaericus in PlantNET). "Flora of the ACT" states that Euchiton involucratus is stoloniferous, and that there a maximum of 3 floral leaves longer than the compound flower head. Neither reference states how many flowers are in the individual flower head, though PlantNET states that individual flower heads are 1.5-3mm in diameter.

Having read the 2 descriptions, I am not sure which it is. My original thought was that the leaves were different and sparser than on E. sphaericus, but this is not implied in the Plantnet description!

Looking at the PlantNET key again, it states that E. involucratus has 3 or more florets per head. I have not been able to blow up your photo enough to say definitely but it it looks more likely that there is only one. The achenes (seeds) would be another way to tell. E. sphaericus - Achenes fusiform, c. 0.7 mm long, brown; pappus bristles 5–8, c. 2 mm long, cohering at base, non-persistent, falling away in groups, barbellate apically. E. involucratus - Achenes minutely papillate. Achenes fusiform, c. 0.6 mm long, pale brown; pappus bristles cohering at the base and non-persistent, falling away together, c. 3 mm long.
