The flowers look right for Isotoma fluviatilis but I don't recognize the shape of these leaves, do the flowers and leaves belong to the same plant?

It is growing through Hydrocotyle. There do not appear to be any leaves belonging to the flowers in the photos.

There were so many leaves of the hydrocotyle and other things that no leaves from the I. fluviatilis were visible above them.
