I don’t think it is longifolia, which usually has conspicuous spiky bracts below individual flower clusters, and the inflorescences are too long for bracteata. It might be confertifolia, which is not on the ACT plant census list.
Unfortunately, even when I blow up the few leaf tips that are in these photos, I cannot tell what the leaf tips look look like.
At present I am thinking Lomandra sp.

I have added another photo. Many of the leaf tips were munched, so hope this helps. Otherwise I can go and find the plant again (hopefully) and get a better photo.

Definitely not longifolia, with rounded rather than the 2-3 toothed tips of longifolia.
My thinking now is to take a dried specimen taken while it is still in flower into the Botanic Gardens for a definite ID.

Thanks all. I will go back and find the plant and any others nearby. The sighting was from January, so it is quite possible that the plant has been chewed back in these dry times.

I imagine that the leaves could be at the top of the range of 1.5-5 mm wide for multiflora, though because of the closeups they give the impression of being wider. So all in all I agree with multiflora, possibly a female plant.

We went and had a look yesterday and found we had multiple plants in that area which are a lot easy to see with the lack of grass cover at the moment. When they flower I will post up more photos in a separate sighting or get some samples. I didn't realise there were male and female plants!
