Umbels with 7 or 5 buds, the caps of the buds are very long something I know only from Blakely's Red Gum. I think the 2 trees were planted along with a number of non-local Eucalyptus around the Hackett water tank. They were id-ed as E. albens before: https://canberra.naturemapr.org/sightings/3397854. They are in peak flower. Someone suggested Apple box but buds are different and none of the old Apple box trees in the surrounds flowers. I will add close-ups of leaf and umbel with buds.
abread111 there are 2 trees that I can't differentiate based on bark; they grow close to each other a couple of meters apart and both flowering (peak flowering was when I took above photos during our Sunday work party) ; the ground was covered with branchlets with flowers and buds; the peak flowering is over but I will see what I can collect ....
