2 patches/plants at base of rocks. Resembles Atriplex semibaccata, but if so has different form from known plants in the area

Looks like Einandia nutans

agree, but the E. nutans around here are more like a prostrate herb than a low growing shrub, hence saying similar to Atriplex. Most E, nutans around here have small red berries at the moment, none on these. Plus leaf resembles Einadia but less of a shield-shape.
