I think it could be beetle larvae. Ive seen very similar under rotten logs where large beetle larvae are present.

hm if insect than pupae, but I couldn't think of any species that would pupate in masses on surface.
Another puzzle is here: Unverified Plant - brownish little round peppercorn sized (4mm) balls densely covering 1-2square meters; I registered under unknown plant but could be animal matter.
