Atholosticta chalcoteucta doesn't seem to match the ALA, but there are perhaps several unnamed likely candidates on BOLD (Hobern).
Seems too elongate for Nepticulidae family to me.

I agree. Nepticulids are shorter/rounder than this. There are some very small Oecophorids too.
