I think this is an assassin bug. It was wandering around on a spiders web and appeared to be getting stuck into the spider's dinner. And no it wasn't getting caught on the web at all. Unlike the beetle that it appeared to be consuming.

This assassin bug will pluck the web of a spider in a manner of weak small prey, when the spider comes to investigate the assassin moves into position and strikes the spider on its back - the spiders prey is an added bonus
