P, this is a shrub not a herb; spontaneously I tipped Bursaria but this doesn't fit somehow; and flower buds at that time in the year would be odd....

Don't think my suggestion is right, but it does look like it could be some sort of heath...

I thought it was starting to flower? I will keep an eye on it and see what happens.
