An interesting observation because I suspect that it may be a male Hylaeus (Prosopisteron) callosus, a species that I have not previously encountered. The legs do not have the pale marks expected for H. bituberculatus, nor the swollen scapes. H. callosus has been found in southeast Queensland and Victoria, but not very often, though that could be partly due to misidentifications.
