The images do not currently show the visible yellow pustules more typically associated with rust disease on Myrtaceae.
Unfortunately for the purpose of identification many fungi cause or are associated with leaf spots on eucalypts. In many cases DNA-based molecular techniques are required to be used for identification. My guess is that this could be a species of Mycosphaerella sensu lato (3000 taxa in the species complex). Most of the literature on these groups is secured behind expensive paywalls but two possibly relevant papers can be downloaded free: Hunter GC, Crous PW, Carnegie AJ, Burgess TI & Wingfield MJ (2011) Mycosphaerella and Teratosphaeria diseases of Eucalyptus; easily confused and with serious consequences. Fungal Diversity 50:145–166; Crous PW (2009) Taxonomy and phylogeny of the genus Mycosphaerella and its anamorphs. Fungal Diversity 38:1–24.
