Two examples found about 2 m apart. The firs two images are for one of them (the larger) the 3rd image from the smaller nearby one. Both "casings" appear to be formed from Xerochrysum viscosum petals.

Then I think the appropriate suggestion is "Heliocosma (immature) (genus)", otherwise "Heliocosma (genus)" implies the adult moth.
