Probably a Chrysocephalum sp. The Roadside location suggests it may be a horticultural cultivar. Due to a lot of Building site and soil dumping in this area a lot of exotic / non local species and cultivars turn up at this location. Leaves and flowers seem rather " enlarged" ?
